AHEC Policy 7.7 Immigration Enforcement - Adopted 02/26/2025
Affirms Colorado state laws regarding ACPD and AHEC employee non-cooperation with immigration investigations
Outlines the difference in administrative warrants & court orders.
Declares that federal agents are often on campus for matters unrelated to immigration or law enforcement duties and directs all concerns regarding the presence of federal agents to be communicated to ACPD
Declares federal agents may not enter non-public areas without a court order; defines "non-public" areas as all other areas except generally accessible outdoor areas.
Declares that all AHEC employees must personally notify ACPD of any federal agent's request for access to non-public areas or documents, that AHEC employees are not authorized to give access to non-public areas to federal agents, but that AHEC employees must allow federal agents access to non-public areas if the federal agents "declare[] exigent circumstances and demand immediate access"

CCCS procedure applicable to CCD that complies with Colorado Senate Bill 25-276's requirements
Declares CCCS & CCD shall designate an employee to be notified if information or access is requested specifically for federal immigration enforcement purposes. If a CCCS employee becomes aware of such a request, the employee shall notify the designee
Declares PII may only be disclosed for federal law enforcement purposes when required by law or when required to comply with a lawful order or court order
The designee may only release PII after collecting the full name of the enforcement officer, employer, badge number, and a copy of the court order authorizing the release and after verifying that the disclosure is required by law or court order. The designee must then inform the subject about the request and the intent to release PII.
CU Denver Immigration Information Policy - Adopted 08/28/2025
Policy required by Colorado Senate Bill 25-276
Prohibits CU Denver from collecting or disclosing certain immigration related PII for the purpose of federal immigration enforcement
Declares CU Denver will not disclose PII or allow federal immigration agents access to non-public areas unless the University has written consent of the individual of interest or if a valid court order is presented
Directs the University Registrar, Director of International Student and Scholar Services, ACPD Chief of Police, and the Managing Associate University Counsel to be contacted if information or access is requested for federal immigration enforcement
Declares that CU Denver shall request and document the full name, employer, and badge number of the person leading the federal immigration enforcement and a copy of the court order to allow access to information or space
Declares that CU Denver shall promptly share information about a federal immigration authority's request for information or access to the student who was in the subject of the request
MSU Denver Access to Information and Immigration Related Requests Policy - Adopted 09/01/2025

MSU Denver Shift JSSB to Badge Access Only Protocol - Adopted 12/2025 [Guidance Only; Not a Policy]
Declares that a shift to 'badge access only' for the Jordan Student Success Building may be considered when ACPD verifies that ICE is BOTH present and actively engaging in enforcement-related activity on Auraria Campus.
Directs community to contact ACPD (303-556-5000), MSU Denver General Counsel (303-650-5234), and MSU Denver's COO (303-809-7685) if they observe suspected ICE activity.
Outlines operational steps for this shift:
The MSU Denver COO consults with General Counsel to determine if the shift is necessary
The MSU Denver COO makes the final call of whether or not to make the shift
The MSU Denver COO, or designee, calls AHEC Access Control (303-615-1699) to initiate the shift
The MSU Denver COO contacts an MSU Denver Operations representative to post signage on the doors of JSSB
MSU Denver University Communications & Marketing will post notification of the shift to the MSU Denver Facilities website:
An MSU Denver Operations representative will send an email to the people who work in the JSSB notifying them of the shift
The MSU Denver AVP of Strategic Communications will notify the Senior Leadership Team.

Reminders & Guidance:
If campus community hear about or see ICE officers or vehicles, they should contact MSU Denver ISP (303-615-0035), MSU Denver General Counsel (303-615-0035), and the Colorado Rapid Response Network (1-844-864-8341)
ACPD is prohibited from investigating violations of federal immigration laws
Federal agents may or may not have access to non-public areas on campus based on a multitude of factors; If campus community notice immigration officers in non-public areas, contact MSU Denver ISP
Employees must protect student's information; forward all requests for information to the office of the Registrar
If a federal agent asks you to enter a limited access space, you have a right to request a copy of the warrant and request the offices identify themselves by name, id number, and agency; under some circumstances, the office may be allowed to enter without your permission; Inform the officer that you are not obstructing their process by that you are required to contact University legal counsel for assistance before taking any further action
If presented with a warrant for information, contact University counsel and do not attempt to validate such a warrant
If an officer arrests you, do not resist; you have the right to ask for a warrant, ask to leave, remain silent, and fail to consent to searches
The University may be required to share some international student information with federal immigration agencies
